How can I sort the matrix m based on the rows?

One option would be to use np.argsort. Note, however, that np.argsort returns the index of each row of m in increasing order. We can use that to sort the rows of m.
np.argsort(m, axis=1)
The output of this is the following:
array([[1, 7, 4, 7, 1, 1, 6, 2],
[2, 7, 4, 7, 1, 1, 1, 6],
[1, 7, 5, 7, 1, 1, 1, 1],
...,

Another option would be to convert the row indices to the column indices and use that to sort the columns of m:
